When a speaker goes over time...

Who's fault is it?
I am not talking about going over time for 5-10 mins. I am talking about going over time for more than 20 mins!
The speaker should respect his audience, so should the seminar chair. When it's one-hour seminar, the speaker should leave 15 mins for the audience. If you cannot do that, then at least do not go beyond one hour...
