This might be the most comprehensive summary of various web indicators so far. The author (s) must be working like a horse collecting so much data and doing in depth analysis. The theoretical framework is not introduced in the abstract, but I hope it would be interesting. The author should pay some attention to his or her grammar.

The author(s) has paid great effort to collect valuable data, present a theoretical framework and conduct empirical analysis. This hard labor should be appreciated.
Two points for consideration by the author:
1. The Conclusion says that “ (t)he sample analyzed probably represents more than 95% of the world universities.” But how could the author ensure this is a correct estimate? In some developing countries, not every university has its own website. Beijing is one of the most advanced cities in China, but even in Beijing, not every institution of higher learning owns a website. Maybe the safe expression is“ 95% of the universities with websites”?
2. The author should better check the grammatical correctness of the paper more carefully. In the abstract, there are some errors. In line 2 of the Introduction, “basic” should be “basis”. In line 7, “use” should be “used”. In line 11, “others” be “other’. In line 5 of Method, “being” should be deleted. In line 1 of Result, “an related research institutes” should be “and related…”?
