MultiCrisis Net-Centric Management

Abstract：

　　Currently the general dynamics of treats and challenges is totally increasing, due to multiplicity of continuous crises phenomena. Thus the problems of management efficiency and well-reasoned prompt decision-making become more and more urgent on the global scale. Here there is the need in forming TRANS-national Informational Management Systems (IMS) providing “seamless” intercommunications and interactions as well as original, indirect, asymmetric, innovative solutions. Such systems must support the events proficiency in real-time. Numerous modules of the traditional IMS usually form non-transparent, inadequate and irrelevant – that is distorted, informational environment. The analysis of modern trends of development Net-Сentric approaches executed, definition of  Net-Сentric systems is formulated.

　　A new paradigm, based on the Russian innovation technologies GGG – G3 (Global Gnoseology Graph) is considered for creation of adaptive informational systems for the Global Management (TransManagement) in Multi-Crisis situations. In case of a multi-crisis situation Net-Сentric GGG-systems enable the rapidly and flexibly transforming participants to form their single informational situation GGG-model as a tool for preventive actions, highly-mobile management of joint resource potential, etc.
