if not不是“即使不是...”、“如果不是...”，而是表示递进或选择，表示“也可以说...”、“或者说是...”。

perhaps; indicating possibility of being more remarkable (greater or better or sooner) than; "will yield 10% ifnot more"; "pretty if not actually beautiful"; "let's meet tonight if not sooner"

not to say不是“即使不能说...”、“虽不能说...”，而是“也可以说...”、“甚至...”、“简直...”

As well as; in addition to being. Used to indicate a stronger, more emphatic, or more candid description to what hasjust been written or spoken of.I think it would be an incredibly ill-advised, not to say downright foolish, not to accept his offer at this point in time.

His behavior is boorish, not to say contemptible.

used to suggest that you could, with good reason, use a stronger word to describe somebody/something: He is very difficult, not to say impossible, to understand.
