摘要: 为进一步发展国家安全学的学科理论体系,综合运用文献调查法、逻辑演绎法和归纳法等,从现代安全科学的视角和促进学科体系多元化的目的,对国家安全学的学科理论框架开展探索研究,给出国家安全学的定义、内涵和外延及核心概念群,提出国家安全学的二级学科及其主要科目,归纳了国家安全学的基础原理并实证安全科学给予国家安全学的实际支撑作用,明晰了国家安全学的研究范畴和判断准则。研究结果表明:从安全科学的视角构建国家安全学的学科理论框架符合新学科的发展规律,安全科学能够支持和引领国家安全学更快成熟,安全科学与国家安全学能相辅而行和协同发展。

Abstract: In order to develop the theoretical system of national security & safety studies (NSSS), some innovative researches on the theoretical framework of NSSS were conducted from the perspective of modern safety & security science and with the aim of promoting the diversification of the disciplinary systems and by the methods of literature survey, logical deduction and induction. Then the definition, connotation, denotation, and core concept group of NSSS are provided. The secondary disciplines and their main subjects of NSSS are constructed. Some basic principles of NSSS are summarized, and they are used to demonstrate the practical support role of safety & security science to NSSS. The research scope and judgment criteria of NSSS are clarified. The research results show that the constructed basic theoretical framework of NSSS from the perspective of modern safety & security science conforms to the formation and development rules of new discipline of NSSS. Safety & security science can support and lead the rapid maturity of NSSS, and both safety & security science and NSSS can be complemented and developed synergistically.
