宏观安全管理学的构建研究——为国家安全治理立说

摘要：为应对日益复杂的社会安全风险挑战，并满足当前政府宏观安全监管对理论支撑的迫切需求，本文综合运用历史分析法、文献调查法、逻辑思辨法、归纳分析法和比较研究法，在系统梳理安全管理发展历程与学科现状的基础上，给出宏观安全管理学的定义与内涵，构建其完整概念体系，归纳主要研究范式与方法，提炼学科核心原理，阐述学科边际及密切交叉的学科群。由此，初步形成宏观安全管理学的理论雏形，为其成熟发展奠定理论基础。研究表明，宏观安全管理学成为一门独立学科，能更有效地服务于政府宏观安全监管，发展前景广阔，并对当前国家安全学、公安学等安全类新兴交叉学科的相关分支建设具有借鉴价值。

 Construction of Macro Safety & Security Management Science: to establish a theory for national safety & security governance

Abstract: In order to cope with the increasingly complex social safety & security (SS) risk challenges and adapt to the urgent needs of the current society of China for macro SS management, historical analysis, literature survey, logical speculation, inductive analysis, comparative research, and other methods are adopted for this investigation. After clarifying the history of safety management and the status of safety management science, the definition and connotation of macro safety & security management science (MSSMS) are given, the conceptual system of MSSMS is constructed, the main research paradigms and methods of MSSMS are summarized, the core principles of MSSMS are sorted out, and the disciplinary boundaries and closely intersecting disciplines of MSSMS are discussed. The above results have laid a solid theoretical foundation for MSSMS and formed the rudiments of MSSMS. The researches show that MSSMS can service the SS supervision work in China's SS development if it becomes an independent discipline, and has good development prospects. Also, MSSMS has a referencing role for the construction of relevant subjects to the emerging interdisciplinary disciplines such as national security studies and public security studies.
