1)  Suggestions which would improve the quality of the paper but are not essential for publication:

Page 4 of the paper says the technology “has the potential to save public and private money”. I believe that many readers would like to learn more about this regard: How public money and private money were saved? Did Queensland project show this money-saving effect? Which side would enjoy lion’s share of the saving? Public or private? If the answer is the former, did part of the saving was used to compensate for the private cost in adopting Smart Home? I hope the author reply to such questions as detailed as possible.   

2)  Changes which must be made before publication

An “Introduction” is needed instead of background information.
