为ISSI(国际科学计量学与信息计量学学会)大会审理论文摘要一则(2002)

Linguistic diversity is an important aspect of cultural diversity and therefore, is very much emphasized by UNESCO in recent years. Therefore, building of databases similar to SCI but with native language is very important for non-English countries for them to conduct really objective and relevant performance evaluations. What NII has done is laudable.
The abstract is very short so some important information is lacking. For instance, is the main function of CJT information retrieval (like SCI) or performance evaluation? The difference in purpose would influence the design of the database enormously. Another question: SCI is a commercial database while NII is an institute supported by government. Will the government provide money for the maintenance of CJP or NII will make it a commercial database? I do hope that the author would introduce more background information in the full paper.
