博主按：Gerald Barney（杰拉尔德.巴尼，1937-2020），1967年在美国威斯康星大学麦迪逊分校获得物理学博士学位，是系统动力学建模专家。在卡特总统任内，他带领的团队为卡特总统完成了“全球2000年”分析报告而名震业内。后来他成立了旨在推动可持续发展的“千年研究所”（Millennium Institute，简称MI）。该所与中信所曾有长期合作关系。下面是我为响应巴尼博士的一个项目建议而给他的一封信。

Dear Dr. Barney:

Yesterday I got your “Memo for the files” from Mr. Lin（博主注：指曾任中国科学技术情报研究所所长的林自新先生）. I still remember your presentation on future study given in a meeting room of the Department of Foreign S & T Information, ISTIC, some time in early 1980s, while Mr. Lin led ISTIC and I was a fresh research assistant there. In later years I have known more about your excellent work through XXX. I admire your humanistic concern and ceaseless enthusiasm today as strongly as in 1980s.

It is a common belief among Mr. Lin, Mr. X, you and myself that a so-called China 2020 Study is badly needed. Considering practical operation issue, may I suggest that we jointly apply for funding support from different sources: MI as the main applier would try international source, with ISTIC and Institute of World Concern as co-appliers; here ISTIC or Institute of World Concern would be main applier with MI and either Institute of World Concern or ISTIC as co-appliers.

To be frank, seeking funds for China 2020 study will be very difficult here. Our influence lies within science and technology community, while the comprehensive long-term plan is always the responsibility of the State Development and Reform Commission rather than the Ministry of Science and Technology. Taking this difficulty into account, I would like to entreat you to think about such an arrangement: if ISTIC succeeds to acquire money domestically, ISTIC and Institute of World Concern will do our work with this support; in case we fail to get any funds while MI side manages to acquire funds from certain sources, ISTIC hopes to obtain at least 300,000 yuan, or $36600, in order to conduct relevant research. This amount is necessary to cover 3 researchers (full time equivalent) for a year. I do not cite other costs, such as training new people to master Vensim and Threshold 21 (the only researcher in ISTIC who has mastered these softwares will quit soon), organizing small workshops, etc. Similarly Institute of World concern needs about 200,000 yuan to cover two man-year of work. It does not mean that we will not work hard to raise funds on our side, of course.

I wish you all the best in the year of the Monkey! Monkey is a symbol of energy and intelligence in China and I believe that with your energy and intelligence, MI will have a better development in 2004 and China 2020 study will make a good start.
