An Introduction of ISTIC
The Institute of Scientific and Technical Information of China (ISTIC) was established under the direction of our respected late Premier Chou En-lai in October, 1956. It is a national scientific and technological information service center directly under the Ministry of Science and Technology. Now it is consisted of 7 functional divisions, 6 operational centers and 3 corporations. The major businesses of ISTIC include: information analysis and research focusing on “science and technology policy”; a range of scientific and technical document services oriented towards various innovation entities; diffusion of new technologies and the management of advanced service platforms; training and further education of information professionals; the management of some learning societies; and publishing. In addition, ISTIC shoulders the important task of maintenance and development of the National Engineering and Technology Library.
In the past 50 years, ISTIC has made great contribution to the progress of China’s science and technology and the prosperity of scientific and technical information enterprise. As a scientific and technical information research institute at national level, ISTIC has made significant impact at home and abroad. Many of its research achievements and important projects have won awards at national, provincial or ministerial levels. Meanwhile, ISTIC has been active in taking part in international cooperation and exchange activities. It is the country member of several international organizations or programs such as UNESCO's Information for All Programme (IFAP), with some ISTIC experts taking the leading position in relevant international organizations or programs. ISTIC also undertakes relevant international projects in the fields of scientific and technical documentation, basic research of information science, and human resource development. In addition, it has established stable business cooperation relationships with major documentation and information organizations of many countries, including USA, Germany, Canada, Japan and Korea etc., hence it is the window for China to conduct international cooperation and exchange in information field.
In the years to come, ISTIC will put into full play its four advantages, namely, the organization advantage, mechanism advantage, business advantage and human resource advantage, and strive to become one of China’s first class institutes and also one of the famous organizations in the world. It will become a few “centers”: scientific and technical information management and service center, an academic research center for scientific and technical information; a training center for information professionals, and hence make a contribution towards the social harmony and the implementation of the Strategy of Invigorating China through Science and Education.
Research Center for Strategic Science and Technology Issues
Research Center for Strategic Science and Technology Issues (RCSSTI) is one of the major business divisions of the Institute of Scientific and Technical Information of China (ISTIC). Most of the staff of RCSSTI own master’s or Ph D degrees in science and engineering , excellent foreign language skills, high computer skills and plentiful work experience.
The main tasks of RCSSTI include tracking and monitoring global science and technology development, analysis and research of science and technology policies and strategies at home and abroad, and providing relevant information and recommendations for policy-makers in government agencies. RCSSTI has four research teams, which are involved in, respectively, information monitoring and analysis, knowledge management, strategic basic and applied research. Their tasks are as follows:
·Conduct research relevant to science and technology policies focusing on the mission of the Ministry of Science and Technology (MOST), provide policy recommendations to MOST and provide information services to other government agencies;
·Monitor and report global science and technology development, science and technology policies and strategies of the major countries or regions in the world;
·Explore new research approaches and tools in soft science;
·Construct information resources databases and knowledge databases, provide knowledge-based service and explore to establish open laboratories for knowledge management;
·Carry out research in statistics on science popularization and explore new approaches of science popularization in a digital society;
·Publish four journals, namely, “China Soft Science”, “High Technology Newsletter”, “Outlook on Global Science, Technology & Economy” and “Science Digest”.
·Assist in the regular management of the Association for Soft Science of China(ASSC).
