近来,中越关系因南海问题有点紧张。但是,学习老师并打败老师反映出越南这个相对于中国来说的后发国家的纠结心态。
事实上,尽管越南人不承认他们的改革学习了中国,“越南自1987年以来的经济改革,每一个重大步骤都是学习或参考了中国的改革”。
上月笔者收到了来自越南的一个电子邮件:
Dear Professor Cao,
My name is XXX, Acting Director of YYY – Vietnam National University Ho Chi Minh City (Vietnam). I have recently come across an article by you – “CHINA’S BRAIN DRAIN AT THE HIGH END – Why government policies have failed to attract first-rate academics to return” – which was published in Asian Population Studies, Vol. 4, No. 3, November 2008. I consider that the article is very useful and interesting to my colleagues.
I am writing this letter to kindly ask for your permission to translate the article into Vietnamese and distribute in our internal newsletter. The newsletter is a non-profit magazine which devotes to educational issues that are relevant to the our staff and students. For your information, I attach here a Letter from Board of Editors which explains the goals of the Newsletter. The Newsletter is distributed free of charge. I think our Vietnamese leaders will gain much insight of Chinese education from your article. I will acknowledge your contribution in Introduction if I am allowed to use it.
I would greatly appreciate if you could please consider my request for translation. I look forward to hearing from you soon, and thank you in advance for your help.

从三、四年前的拙作引起国立越南大学的一个机构的关注,尤其信中还提到“Vietnamese leaders will gain much insight of Chinese education from your article”,说明越南的发展同样遇到了人才瓶颈。
海外越南人总数超过300万(越南人口为8650万),在美国就有150万,他们中有美国宇航局(NASA)物理科学研究部(Physical Sciences Research Division)主任Eugene H. Trinh,曾是国会众议员的Anh “Joseph” Quang Cao(与笔者同一个Cao,怪不得老是接到越南语的推销电话)。1975年后逃往海外的越南人大多在发达国家。
如何让他们为国甚至回国服务,以中国为师再自然不过了。这个邮件便是一个小小的佐证。
顺便说一句:为了在一个大学所属机构的内部刊物上刊登一篇译文,而且这篇译文笔者很可能看不到、看到了也不一定知道这就是拙文的翻译,该机构负责人专门给笔者发了一个邮件征求许可。这件小事说明,越南确有学习老师并打败老师之处。这难道不值得老师从中悟出什么吗?
