宏观安全经济学的构建研究

近年来，个人一直在思考的一个问题是：国家在统筹安全与发展的宏大实践中，其核心的支撑理论当属宏观安全经济学。然而，令人遗憾的是，在当前的学科建设上，这一领域仍近乎空白，远未形成系统性的知识框架与学术范式。

从经济学的演进历程不难发现：微观经济学经过长足发展、累积了深厚积淀之后，宏观经济学才应运而生，并逐渐独立为解释总量问题与周期波动的主导理论。安全经济学亦不例外，微观层面的安全经济分析，如企业安全投入产出、项目风险评估等，已积累了较为丰富的成果；但宏观安全经济学方才刚刚起步，尚处于萌芽与拓荒阶段。从国家安全战略的全局视角出发，如何度量安全对经济增长的长期影响，如何构建安全公共产品的供给与分配机制，如何权衡不同领域（如科技、能源、粮食、产业链）的安全阈值与效率边界，这些根本性问题都有待深入开掘。

尤其值得关注的是应用层面，宏观安全经济学迫切需要将理论工具转化为可操作的政策分析框架。可以说，理论建构的滞后，已在一定程度上制约了国家安全治理实践对学理支撑的需求。正因如此，填补这一学科空白，既是对时代命题的学术回应，更是面向未来的紧迫课题，期待更多同仁一起投入到该领域的研究之中。

 宏观安全经济学的构建研究——为国家安全与发展相辅而行立学

摘要：针对当前国家统筹推进经济结构优化过程中急需宏观安全经济理论支持的重大需求，采用历史分析法、逻辑思辨法、归纳分析法和比较研究法，对宏观安全经济学的学科理论开展系统研究。首先综述了安全经济学的发展历史沿革，接着对宏观安全经济学的概念体系、科学原理、研究范式和方法、研究范畴和发展方向等开展了理论研究。结果表明：安全经济学从微观向宏观发展是历史的必然，宏观安全经济学能为国家安全与发展中的宏观安全经济问题决策提供理论支撑；建立了宏观安全经济学的概念体系，得到了宏观安全经济学的13条基础原理和13条应用原理，梳理了宏观安全经济学的典型研究范式和方法，比较了宏观安全经济学与微观安全经济学的差异，提出了未来宏观安全经济学的热点研究领域。上述成果形成了宏观安全经济学的雏形。

Research on the construction for macro economics of safety & security: Establishing a discipline for the synergistic advancement of national security & safety and development

Abstract: In response to the urgent national demand for support in optimizing economic structures, this study systematically examines the discipline of macroeconomics related to safety and security. Utilizing historical analysis, logical reasoning, inductive analysis, and comparative research methods, the author aims to develop a comprehensive theoretical framework for macroeconomics of safety and security. First, the development history of safety economics was summarized. Then theoretical research on the conceptual framework, scientific principles, research paradigms and methodologies, classifications, and future development directions within macroeconomics of safety and security was conducted. The findings indicate that the transition from micro to macro levels in safety and security economics is historically necessary. Moreover, macroeconomics of safety and security can offer essential theoretical support for decision-making related to national security and economic development issues. This study also articulates the concepts and implications of macroeconomics of safety and security. The core concepts necessary to define the fundamental categories of the discipline, elucidate the mechanisms for allocating safety and security resources, and describe how the system operates were established. Additionally, these concepts clarify the interactions between macroeconomics of safety and security and the dynamic processes of development, thereby forming the conceptual framework of macroeconomics of safety and security. As a result, 13 foundational principles and 13 application principles pertinent to this field were identified. The typical research paradigms and three primary methodologies: quantitative, qualitative, and mixed or innovative methods were summarized. The differences between macroeconomics of safety and security and microeconomics of safety and security were also compared, while identifying emerging research fields for the future of macroeconomics of safety and security. Collectively, these findings represent the foundational framework for the discipline of macroeconomics of safety and security.
