陆旻皎，男，1982年毕业于华东水利学院（现河海大学）陆地水文专业，于1991年在日本长冈技术科学大学取得工学博士学位，精通中日英三国语言。现为日本长冈技术科学大学工学部教授，博士生导师，并在日本中央大学、重庆交通大学、美国密西根州立大学、日本筑波大学、日本长冈造型大学等国内外知名大学任兼职教授，担任Hydrological Research Letters的副主编、《水利发电学报》编委。主要从事水文模型（分布型水文模型，宏观水文模型等）、模型参数优化、遥测遥感技术及数值地理信息在水文中的应用、水文学的非均匀性及尺度问题、陆气相互作用及陆气耦合模型、雪冰及土壤水分的遥测遥感以及流域内物质输送等方面研究工作。主持和承担完成了日本文部省、交通省等各类政府项目几十项。主要有：日本JST-CREST战略基础项目“东北亚植被变迁区的水循环及生物大气圈相互作用的解析”，国土交通省委托研究项目“利用局域气象模型的分析中越地区降雨特性分析及短时间暴雨预测研究”，文部省资助项目“基于卫星资料四维同化分析及模型的气候系统变动的研究”、“关于琵琶湖流域水能循环过程的综合研究及卫星同期观测”、“考虑边界层能量平衡的广域分布型水文模型的开发”、“基于雪崩及融雪控制技术的雪冰水库的设计及水资源开发”等项目。在国内外核心期刊发表学术论文80余篇，其中SCI收录十几篇。指导硕士研究生与博士研究生几十名。
