Proposal for SC 9 consideration: Semantic Governance Framework for ISO 20022 and ISO 15022 Registration Processes

Dear Committee Manager and SC 9 colleagues,

Please find attached a proposal for SC 9 consideration concerning a future-oriented semantic governance framework for registration-based financial messaging standards.

The proposal does not seek to alter the current Registration Authority model in principle. Rather, it aims to identify a structured extension to existing registration processes so that semantic provenance, contextual interpretation, conceptual coherence, value constraints and intent alignment can be managed more explicitly across ISO 20022 and ISO 15022 artefacts, mappings and maintenance activities.

Given the current SC 9 feedback exercise on the ISO 20022 and ISO 15022 Registration Authorities for the May plenary, this contribution is offered in a constructive and forward-looking spirit. Its central question is not whether current RA arrangements are functioning, but what additional semantic-governance capabilities future RA processes may require as interoperability, automation and machine interpretability become more critical.

I hope this draft may be useful for discussion at SC 9 level and, if considered appropriate, as a basis for exploratory work toward a Technical Report or New Work Item Proposal.
