Call for International Participants and Institutional Partners: Initiative on IEEE Standardization and Recommended Practices for DIKWP Semantic Control of Low-Altitude AI Systems

1. Background and Objectives

The low-altitude economy is accelerating, with vehicles such as UAVs (Unmanned Aerial Vehicles) and eVTOLs (electric Vertical Take-Off and Landing aircraft) rapidly entering urban air mobility and complex scenario applications.

While AI autonomous decision-making capabilities are improving, they also bring governance challenges such as "black box" nature, lack of explainability, difficulties in cross-entity collaboration, and difficulties in compliance auditing.

The DIKWP model (Data–Information–Knowledge–Wisdom–Purpose) introduces a Purpose layer on top of the classic DIKW architecture, allowing "human Purpose, values, and constraints" to be explicitly expressed and integrated throughout the cognition-decision-execution chain, providing a unified framework for Purpose-driven and semantic governance.

We intend to organize and submit project proposals to the IEEE Standards Association (IEEE-SA) based on the DIKWP model to form implementable standards and recommended practices, promoting the interoperability, safety, and trustworthiness of low-altitude AI systems.

2. Proposed Standardization Work Items (Draft Materials Available)

· Draft IEEE Standard Proposal for Low-Altitude AI Semantic Control Based on the DIKWP Model

· Draft IEEE Recommended Practice: DIKWP Semantic Control for Low-Altitude AI Systems

· Building Purpose-Driven and Semantic Governance UAV and eVTOL Systems Based on DIKWP Standards — Focusing on System Architecture and Demonstration Applications

3. Scope and Expected Technical Coverage

This initiative covers the entire link of "Low-Altitude AI Systems," focusing on (but not limited to):

· Terminology, Reference Models, Requirements, and Typical Use Cases.

· DIKWP Semantic Layer Representation: Purpose/Intent, values and constraints, knowledge structures, semantic labels, ontologies/knowledge graphs, etc.

· Semantic Control Loop: Plan—Decide—Execute—Feedback—Audit; Human-Machine Collaboration and Responsibility Boundaries.

· System Interoperability: Semantic alignment and interface mapping for cross-platform, cross-operator, and cross-airspace management systems (UTM/U-space, etc.).

· Safety and Trustworthiness: Explainability, traceability, compliance and auditing, operational safety, cybersecurity, and data governance.

· Consistency and Verification: Consistency/conformance testing, interoperability test methods, and reference implementation suggestions.

4. Target Participants

We welcome individual experts and institutions worldwide, including but not limited to:

· UAV/eVTOL/UAM R&D, manufacturing, and operating entities.

· Airspace management and UTM service providers, avionics, and Communication, Navigation, and Surveillance (CNS) related enterprises.

· AI algorithm and system platform providers, simulation and digital twin enterprises, software safety/functional safety teams.

· Universities, research institutes, testing, and certification bodies.

· Regulatory agencies, industry associations, standardization organizations, and related working groups (participating via liaison/coordination).

5. Ways to Participate and Potential Roles

· Join the Pre-study/Preparatory Group: Provide suggestions on requirements, use cases, technical solutions, terms, and definitions.

· Participate as Editor/Contributor: Participate in standard text drafting, clause review, and revision.

· Provide Resources: Offer pilot scenarios, datasets, validation environments, reference implementations, or interoperability testing resources.

· Act as Liaison: Promote coordination and alignment with other standards/industry organizations.

· Participate in Meetings: Join discussions, voting, and consensus building (subject to IEEE-SA processes).

6. Benefits of Participation

· Co-shape a global low-altitude AI semantic control and governance framework, enhancing international interoperability and cross-regional compliance availability.

· Establish a long-term collaboration network with international peers, sharing best practices and engineering experiences.

· Form a traceable contribution record and industry influence within an open and transparent standardization process.

· Promote early alignment of own products/platforms with future standards, reducing cross-regional deployment and certification costs.

7. Working Mechanism (Proposed)

· Language: Chinese/English bilingual work; key documents will be primarily in English with Chinese reference retained.

· Meetings: Primarily online, suggested bi-weekly (optimized according to participants' time zones); offline seminars organized when necessary.

· Outputs: Formation of project approval support materials (if applicable), draft standards and recommended practices, use case libraries, and conformance/interoperability suggestions.

· Openness: Follow IEEE-SA principles of openness, consensus, and due process.

8. Compliance Statement (Important)

This call for participation is an international cooperation initiative proposed by the initiators and is not an official IEEE announcement. All standard project initiations and publications must follow the IEEE-SA formal process and receive corresponding approval.

Participants are required to comply with IEEE-SA related policies and codes of conduct (including but not limited to antitrust/competition compliance, patent policies and intellectual property declarations, meeting codes of conduct, etc.).

Discussions should focus on technical and standard text and must not involve competitively sensitive topics such as pricing, market allocation, or exclusive arrangements.

9. Expression of Interest (EOI)

And provide:

· Personal/Institutional profile and country/region.

· Focus technical areas and potential contributions (requirements, use cases, clauses, testing, validation, etc.).

· Desired role (Editor/Contributor/Use Case Provider/Validation, etc.).

· Available time window and meeting time zone.
