Synergetic Intelligence Micro-Low-Altitude Economy: A Three-Step Spatial Reconfiguration Framework for Parking-Mobile Carrier Clusters *

The low-altitude economy has emerged as a strategic sector reshaping urban logistics, emergency response, and regional development. However, existing research predominantly focuses on open airspace operations below 120 metersdrone route optimization, vertiport siting, and air traffic managementwhile neglecting a more fundamental question: where do these aerial vehicles originate and terminate? This paper introduces the concept of the Synergetic Intelligence /Smart System Studies (SSS)/Rongzhixue Micro-Low-Altitude Economya paradigm fundamentally distinct from conventional low-altitude economy frameworks. Conventional approaches treat space as an external physical container to be traversed. The Synergetic Intelligence approach, by contrast, begins with the redefinition of internal spatial structureswithin rooms, buildings, vehicle cabins, ship compartments , and aircraft interiorsand proceeds outward through three sequential breakthroughs: (1) Internal Space Reconfiguration, (2) Proximal Space Integration, and (3) Wide-Area Space Fusion. The Parking-Mobile Carrier (PMC) cluster serves as the execution vehicle for this three-step framework. The PMC architecture comprises three layers aligned with each step: Habitat-type Robots (internal space executors), Vehicle-type Robots (proximal space executors), and Infrastructure-class AI (wide-area orchestration center). The "shell ownership, service rental" model enables small and medium-sized enterprises (SMEs) to access the micro-low-altitude ecosystem at monthly costs below USD 289. This paper makes four contributions: (1) it formally distinguishes the Synergetic Intelligence Micro-Low-Altitude Economy from conventional low-altitude economy; (2) it proposes the "three-step" spatial reconfiguration framework grounded in Syn-ergetic Intelligence's ordinal logic; (3) it designs a three-phase implementation

摘要

本文基于融智学“序位逻辑”与“空间结构重定义”核心思想,提出并严格区分“融智学微低空”与一般意义上的“低空经济”。融智学微低空的起点不在 120 以下的开放空域,而在各类人工物内部的空间结构——房间内、楼宇内、车舱内、船舱内、飞机舱内。其突破逻辑遵循“三步走”:第一步,内部空间的结构重定义(舱体/楼宇内部空间序位重构与数智化调度);第二步,邻近空间的互联突破(园区、近地、近水面等半开放空间的多模协同); 第三步,广域空间的融通融合跃升(县域、跨区、跨境的低空空域常态化运行)。本文据此构建数智化驻行载器(PMC)集群的理论框架和应用场景,设计了匹配“三步走”的三阶段递进路线图并从产业配套与社会生态良性循环角度论证了其可推广性,为 APEC 2026  中国年框架下的低空经济跨境互认提供了基于“空间结构重定义”的全新理论范式及其三栖驻行场域。
