宁波市城乡公共交通一体化管理与协调导则

摘 要:城乡客运现状研究是城乡公交一体化发展研究的基础和前提。深入了解宁波城乡客运现状,揭示城乡交通运行 规律,研究发现:宁波市城乡公交运营管理模式具有“统一管理,层面划分,职能定位”的特征;宁波市现状城乡公交 运营模式主要是承包和挂靠经营模式;宁波市城乡客运主要采用班线的模式存在的问题具体表现为:经营模式落后、服 务质量不高,部分路段交通秩序混乱,票价较高、与群众期望存在差距。基于上述问题,提出可行性建议,为宁波市城 乡公共交通的管理及城乡公交一体化科学决策提供依据。 关键词:城乡一体化;交通规划;管理协调 中图分类号:F294.3 文献标志码:A 文章编号:2095-1329(2019)04-0057-07
Study on guidelines for integrated management and coordination of urban and rural public transportation in Ningbo city

School of Economics and Management, Zhejiang Agriculture and Forestry University, Zhejiang Hangzhou 311300, China) Abstract: Research on the status quo of urban and rural passenger transport is the basis and premise of this study on the integrated development of urban and rural public transport. (1) The operation and management mode of urban and rural public transport in Ningbo is characterized by “unified management, hierarchical division, and functional orientation”. (2) The current urban and rural bus operation mode of Ningbo is mainly a contract and affiliated; (3) the main problems existing in the mode of urban and rural passenger transport in Ningbo, which mainly adopts class lines. Specific performances in (1) A backward business model where service quality is not high; (2) part of the road traffic disorder; (3) higher ticket prices, and the expectation of a gap by the masses, are taken into account. Based on the above problems, feasible suggestions are put forward, which can provide the basis for the management of urban and rural public transport and the scientific decisionmaking of urban and rural public transport integration.
