China: Challenges and Changes – A forum sponsored by the Harvard Kennedy School

I mentioned this before in my Blog article on computational social science

that one of the advantages of being retired is the freedom from any kind of 

obligation. One is free to pursue anything that interests him. One of my passions is to sample knowledge that I know little about. Today I attended a forum with the above title. Participants/speakers are half American political science scholars  and half Chinese scholars visiting from China. Here are the session titles

  1. Results and Implications of the 17th Party and People’s Congresses
  2. Public Policy Process
  3. Institutional Players
  4. Sectoral challenges : Energy, Environment, and Public Health
  5. Security and Foreign Affairs

But the interesting thing for an outsider is the new recognition of the intricacies of political science, and in particular, Chinese politics and policy making. As far as I can tell, all speakers spoke very candidly, fairly, and respectfully. Recorded below are random impressions and thoughts I gathered.

  • The transformation from “harmonious society” to “scientific concept of development”
  • The growth of institutionalized process and procedure vs. the informal politics of decision making
  • The rise of Xi Jin-Ping, the enterprise leaders, and the sons/daughters of leaders
  • Elitism vs. Populism in Chinese politics
  • The mutual dependence of central authority on provincial bureaucrats and the difficulty of implementation of public policy at the local level
  • The evolution of from one strong personal rule of the Mao-Deng era  to current collective leadership of compromise and competition.

I came away with new respect and hope for the future of China.
