改开后推动中国水文学与世界接轨的功臣、华裔科学家周文德先生

    周文德先生是国际上著名的水文学家,他主编的《水文学手册》被全世界作为权威性工具书。改革开放以后,周先生积极回国访问、交流、讲学,可谓推动中国水文学与世界接轨的功臣。他的多篇讲稿刊登在早期的水利部主办的《水文》杂志上。

     周文德先生主编的《应用水文学手册》(1964)堪称世界级名著,新版《水文学手册》(1992)的独署主编David R.Maidment先生在前言中说:“1988年,我和周文德先生及Larry W.Mays合著的《应用水文学》作为教材出版,McGraw-Hill出版公司与我联系,并让我考虑修订《应用水文学手册》。我分析了原手册的内容后认为,一本能概括水文学最新进展的水文学手册是需要的,由于编著原手册时的原始材料已经散失多年,对原手册的修订已成为不可能,这就促使我收集综合水文学的发展和事实的有关资料,组织编著这本新的《水文学手册》。”Maidment先生在扉页上写道:“怀念学者、导师、作者和我的朋友周文德先生(1919-1981)”。Maidment先生的《水文学手册》已成为新的行业名著,张建云院士等翻译了这本著作并在国内出版。Maidment先生的《水文学手册》的作者人数多达58位,审核专家高达230位。

周文德英语Ven Te Chow,1919年10月7日-1981年7月30日)[1],美籍华裔水文学家、水利工程师和教育家,1919年出生于中国杭州,1981年在美国伊利诺伊州去世。其学术成就对整个世界对水资源的理解和重要性的认识产生了重要影响[2]

1940年,周文德毕业于中国国立交通大学并获得土木工程理科学士学位;1948年在美国宾夕法尼亚州立大学(Pennsylvania State University)获得工程结构硕士学位;1950年在美国伊利诺伊大学香槟分校(University of Illinois at Urbana-Champaign)获得水利工程博士学位。1951年他在伊利诺伊大学香槟分校土木工程系任教,1958年成为水利工程教授。1962年,周文德加入美国国籍。

周文德教授是国际水资源协会(International Water Resources Association)的创始人和第一任主席,美国地球物理联合会(American Geophysical Union)水文分会主席,美国力学科学院(American Academy of Mechanics)院士和创始成员。1973年,他入选美国国家工程科学院。他还是美国文理科学院会员,中央研究院院士,还曾获得国际灌排委员会(International Commission on Irrigation and Drainage)银质纪念奖章[3]

周文德教授对社会和其专业产生了重大影响和贡献,包括美国国际开发署资助田纳西河流管理局项目和得克萨斯州水利发展委员会项目。得克萨斯州曾授予他荣誉市民称号。

周文德教授的主要学术贡献是在水资源系统分析、随机水文学、流域水动力学和都市排水等方面。也从事河流水力学、结构学和地下水文学等的研究。在美国国家科学基金会支持下,他发展了实验室流域水文模拟,研制了可以任意改变降雨时、空变化过程的人工降雨模拟装置,为分散型的水动力模型的研究创造了有利条件。他研究了许多水文随机模型和水资源系统模型。他与别人合作研究了离散微分动态规划模型,减轻了常规动态规划中的“维数灾”,对水资源系统的最优化提供了方便、实用的方法。[4]

周文德教授是两本经典专业书籍的作者和主编,即《明渠水力学》(Open-Channel Hydraulics, 1959年初版)和《应用水文学手册》(Handbook of Applied Hydrology,1965年初版),还是另一本流行教科书《应用水文学》(Applied Hydrology)的合著者(该书在他去世后的1988年出版)。周文德教授总共发表水文学和水资源方面的论文218篇[5]

Educator, hydrologist, water resources engineer

Photograph of Ven Te ChowAs a renowned educator, researcher, and water resources engineer, Ven Te Chow's accomplishments significantly influenced the understanding and importance of water resources throughout the entire world.

Chow was born in Hangchow, Checkiang, China on August 14, 1914. He received his B.S. in Civil Engineering with honors from National Chiao Tung University, China, in 1940, his M.S. Degree in Structural Engineering from Pennsylvania State University in 1948, and his Ph.D. in Civil Engineering (Hydraulics) from the University of Illinois at Urbana-Champaign (UIUC) in 1950. He joined the faculty of the Department of Civil Engineering at UIUC in 1951, advancing through the ranks to Professor of Hydraulic Engineering in 1958. In the intervening years, between these various degrees, he held a variety of technical positions in China and in the United States. As a professor he was immersed in research and instruction, and national and international professional assignments.

A summary of Ven Te Chow's known activities and honors would fill more than three single-spaced pages; a few highlights follow. Ven was a founder and first president of the International Water Resources Association. He was also president of the American Geophysical Union?s Section on Hydrology, as well as fellow and founding member of the American Academy of Mechanics.

He received honorary doctorates from universities in India, Korea, France and Canada. The Louis Pasteur University in Strasbourg, France, awarded him an honorary doctorate, as well as the Louis Pasteur Medal (1976). He was elected to membership in the National Academy of Engineering (1973), a Fellow of the American Academy of Arts and Sciences, Academician of the Academia Sinica and of the China Academy, and on and on. Among his long list of awards was the Silver Jubilee Commemorative Medal of the International Commission on Irrigation and Drainage. Medals and awards galore came from such groups as UIUC, the American Society of Civil Engineering, the Western Electric Fund, Fulbright-Hays, and the National Science Foundation, to mention a few. The State of Texas named him an Honorary Citizen.

Chow was a consultant and lecturer to many governments, governmental agencies and private entities in such countries as Argentina, Austria, Brazil, Canada, the People's Republic of China, Colombia, Costa Rica, the Dominican Republic, France, Ghana, Hungary, India, Israel, Japan, Korea, Mexico, the Netherlands, Peru, Puerto Rico, Turkey, the United Kingdom, Yugoslavia, and the United States. His professional contributions of major societal importance included USAID assistance to the Pan American Union, TVA, and the Texas Water Development Board. Chow was an adviser on water problems to the United Nations Secretariat, as well as an adviser to the U.S. State Department on foreign policy on water management in developing countries.

Chow was the author and editor-in-chief of two well-known books, long considered to be classics, namely Open-Channel Hydraulics (1959), and the Handbook of Applied Hydrology(1965). He was also the co-author of another popular textbook, Applied Hydrology, published after his death in 1988. He wrote his first book at the age of 27 on the Theory of Structures (in Chinese). He was the author or co-author of more than 218 other publications covering a wide range of subjects in hydrology and water resources. In addition he was editor of, and contributor to, a wide range of journals, such asWater Resources Research, the Academic Press SeriesAdvances in Hydrosciences, Journal of Hydrology, the Elsevier's series Developments in Water Science, McGraw-Hill'sWater Resources and Environmental Engineering. He was Editor-in-Chief of Water International until very shortly before his death.

Chow was an admired and highly respected colleague at UIUC, revered by his legion of students both here at the university and worldwide. He often was described as a giant in his field, as both a developer and a disseminator of knowledge. It is fair to describe Chow as a worldwide educator and public servant in hydrology and water resources, a stature rarely achieved. He was a true ambassador and leader for the then-emerging field of Hydrologic Science. He organized the first U.S. Meeting of Hydrology Professors at UIUC in 1969.

Ven Te Chow died on July 30, 1981, in Champaign, Ill. He and his wife Lora had two children, Margot and Marana.

二、《科技导报》发展概况

      197811月,由全美华人协会波士顿分会发起,美籍华裔科学家聂华桐、潘毓刚、谢定裕、钱宁、陈国忠、黄谔、任奇峰、元休、牛春匀等提议创办一份中文出版、英文提要的综合性科学刊物——《科技导报》,英文刊名最初拟用Education and Technology Review,后确定为Science and Technology Review

    聂华桐等人的倡议得到中美两国数百位著名学者的热烈响应和大力支持,陈省身、杨振宁、张明觉、金祖怡、田长霖、吴耀祖、朱祺瑶、范章云、易家训、陆卫平、林同炎、周文德、冯元贞、葛守仁、郭晓岚、李耀滋、黄寿林、杨庆堃等著名华裔科学家受聘担任《科技导报》编委,美籍华裔学者钱宁教授出任首任主编。

    19801月,《科技导报》创刊号由上述华裔科学家创办者筹资在美国出版,出版单位为美国教育和科学协会(Education & Science Society of America),中、英文刊名由著名书法家、国家计划委员会副主任段云题写。

       (刘光文)先生的数学和力学基础之扎实是有口皆碑的,在国内早已是知名的专家。但先生并不固步自封,在有关的学术报告会上,总是能见到他的身影,并不像如今一些心不在焉的“专家” 逢场作秀,而是仔细听、认真记和平等地参加讨论。从50年代的苏联专家郭洛什柯夫开始,其后如卓洛塔廖夫,闵克洛,开放后西方的周文德,纳许、杜格、克莱姆斯等国外学者的报告会,又如谢家泽、黄万里、华世乾、叶永毅、赵人俊、叶秉如等国内专家的报告会,也都是无一例外。每当先生和我们晚辈谈及施嘉炀、林平一、谢家泽、黄万里诸位老先生时,尤其是在历经多次政治运动的冲击后,先生常问及他们的近况,学术观点和新作,言谈间相互敬重和关爱的情谊,溢于言表。先生晚年的情景更是令我永生难忘的,先生把设计洪水的革命视为己任,要为我国普遍采用的皮尔逊III型曲线,探求一种更好的参数估计方法,先生不顾体弱年迈,不分酷暑严寒,夜以继日地通过计算器反复作海量的运算。对照先生这种锲而不舍地敬业精神,和以探求真理为人生乐趣的情操,实在令吾辈汗颜。

   The Ven Te Chow Memorial Lecture is one of the most prestigious awards of the IWRA which has been named after Prof. Ven Te Chow (1919-1981),  First President of IWRA. Dr. Ven Te Chow was an eminent water scientist and a leading figure in water resources in the second half of the 20th Century.

   The Ven Te Chow Memorial Award has been instituted by the IWRA in his memory, to be delivered at its triennial World Water Congresses.

   The 2011 recipient of the Ven Te Chow Memorial Award is Peter Henry Gleick. He delivered his lecture during the XIVth IWRA World Water Congress in Brazil.

   Dr. Peter H. Gleick is co-founder and president of the Pacific Institute for Studies in Development, Environment, and Security, in Oakland, California. His research and writing address the critical connections between water and human health, the hydrologic impacts of climate change, sustainable water use, privatization and globalization, and international conflicts over water resources.
   Dr. Gleick is an internationally recognised water expert. He is the coordinator of the famous biennial water reports entitled “The World's Water”. Among numerous distinctions, he was elected in 1999 Academician of the International Water Academy in Oslo, Norway. He is a Mc Arthur Fellow, member of the US National Academy of Sciences since 2006.

                          关于美籍华裔水文学家周文德出生日期的小考证

春节假期,罗某对编辑百科词条来了兴趣。
周文德是闻名世界的华人水文学家。百度百科上有词条,维基百科英文版有词条,但是维基百科中文版上却没有周文德教授的词条。
这怎么能行呢。罗某要填补这个空白。
然后,罗某就发现关于周文德的出生日期有三种说法:
1914年8月14日,1919年8月14日和1919年10月7日。
1914年8月14日的说法,来自于周文德教授长期任教的美国伊利诺伊大学土木工程系的官方网站,但其他资料显示的出生年份都是1919年,所以罗某认为1914年是个笔误。
那么是1919年8月14日还是10月7日呢?
昨天晚上罗某灵机一动,查了一下万年历。
发现1919年10月7日就是农历8月14日。
罗某猜想周文德教授当年填写履历表时填写的是农历的出生日期,以后就被老外稀里糊涂的当作公历出生日期了。
所以,罗某的小结论就是,周文德教授出生于公历1919年10月7日,那一天是农历8月14,中秋节的前一天,那一年是羊年。

                                                             ·“我与《科技导报》”征文摘登·

                                                                         难忘的回忆

  《科技导报》是1980年创刊的中美合办的科技刊物,由时任副总理兼国家科委主任的方毅批准,刊名由国家计委副主任段云同志题写。当时,该刊在美国分设西海岸和东海岸两个编辑部,我任北京分社社长一职,前后一干就是三年,留下了许多难忘的回忆。

  创刊初期,《科技导报》主要由美国的一些著名华裔科学家负责撰稿、组稿和编辑,在香港印刷,国内通过新华书店发行。当时的办刊宗旨是:促进中外科学技术交流,探讨改革开放和现代化的道路与方法。创刊号一出版,即在国内外引起热烈反响,新华社、《人民日报》、《光明日报》等各大媒体纷纷在显要位置报道,中央电视台也在黄金时间播报。与此同时,高扬文、唐克、宋养初、宋振明、吕东等中央部委领导也纷纷题词表示祝贺。创刊后,《科技导报》在中国读者中也引起了非常好的反响,群众来信多达六七千封,我们把那些有建设性意见的读者来信挑选出来,汇编成简报,并上报分发给有关领导及单位。清华大学刘达校长和张维副校长还召集清华、北大各系教授,主持召开了《科技导报》创刊座谈会,听取专家学者的意见。

  创刊后,美国的华裔专家学者开始纷纷为《科技导报》贡献力量:田纳西大学航空系的吴建民教授撰文“飞机设计的动向”受到读者热烈欢迎;圣地亚哥计算机公司沈德珉博士专门发表了“电子计算机实用价值”一文,并来华讲学,受到好评;许多人还利用归国探亲机会在国内开展学术交流,提出开展有关科研项目的建议,并赠送相关的技术资料;纽约州立大学布法罗分校物理系教授林多梁,给我社寄来了沙漠治理中如何解决水源问题的有关资料,供我们提交国家有关部委参考。

  在《科技导报》创刊号上,美国德克萨斯大学心理系副教授居维宁女士专门撰写了一篇论文“恒河猴的研究——科学方法在心理学上的应用”。该论文通过考察恒河猴的成长这一现代心理学上非常重要的实验例证,用科学事实说明,现代心理学是一门严格的、计量的、大量使用科学方法来研究人类行为的学科,而不是一种“唯心”的学问。可以说居维宁的这篇论文在中国为心理学正了名,文章发表后引起我国读者广泛的关注,著名漫画家华君武之后对我提起这篇文章时赞不绝口,还重新阐述了文章的内容以及他对文章内涵的理解。

  我们与美方编委的距离虽然很遥远,但他们的敬业精神和热情态度却令我感动,让我感受到彼此的心如此贴近。

  1981年夏季,美国伊利诺大学著名水利资源专家、国际水资源协会主席、《科技导报》美方编委周文德博士,应邀来华讨论三峡工程问题。在与水利部长钱正英、地质部副部长邹家尤会见后,他专门在北京饭店约见我和伊利诺大学化学博士李迪俊,详细了解《科技导报》办刊情况以及读者反馈意见。作为《科技导报》美方编委,周文德非常认真地听取了我的情况介绍,不时插问情况,对中国这边的工作甚为满意。

  今天距离在国内创办《科技导报》的日子已有近30年了,但往事仍时常在脑海里萦绕。如今,《科技导报》在中国科协领导下,与时俱进,蒸蒸日上,已办成半月刊,为发展我国科技事业做出了重大贡献,我更是感到无比的欣慰。特将片段往事草记于此,以铭记那些为《科技导报》的创办做出重大贡献的美籍华裔科学家们。
