1.Increase research funding for basic and applied sciences. 俗话说“有钱能使鬼推磨”。 研究经费多了,搞研究的人多,得奖机会就多。
2.Set up a fair system to evaluate proposals and distribute research funds. Researcher initiated research proposals (bottom up proposal mechanism) in addition to top down proposals. Some people have crazy ideas. Let them try it out.

3.Provide research grants to young lecturers and associate professors (researchers at the age ranging from 28 to 50, a period of most productive in generating ideas and energy). Let those professors older than 50 to take up more teaching load.
4.Education system reform. Start experimental sciences early in middle school and high schools. Set up national competitions in experimental sciences (biology, chemistry, physics, microbiology, biochemistry, …). Put more emphasis on experimental courses in college. All college professors have to volunteer to teach middle school students at least 10 days in a year. I learned some Nobel prize winners come to the high school in our town to lecture for a whole day! Role-model for young students are very important.
实验性科学应该丛中学开始。 建立全国中学生实验科学竞赛(similar to Intel Science Prize), 鼓励中学生做一些小的科研题目 (universities, research institutes, hospitals, biotech and pharm companies serve as sponsors)。大学老师到中学当义工, 做好榜样。以刺激中学生对实验性科学的interest 兴趣。我们town的小学,中学每年有科学试验会展 (Science Fair), 一, 二等奖有十几个 ($100 to $200 prizes, 三等奖几十个 ($50)。Prize money were donated by local businesses. 重在参与。
5. Most importantly, eliminate censorship. Control of expression of ideas have negative impact of thinking on young people. Nobel prize winning science always have to think outside of the box, either discovery of a new biological phenomena or new ways to treat disease, or new way to make/study (synthesize) molecules.
想得Nobel奖, 要有足够的自由思维空间也很重要。 往往需要非常规想法。
6. Permitting dual citizenship to outstanding Chinese scientists living aboard. This is the least expensive way for Chinese to win Nobel prize in the near future.
