The IEEE, the world’s largest engineering organization, recently published a set of guidelines for both authors and editors in dealing with cases of plagiarism. It consisted of a short video introduction which can be found at

(Notes added 1/23/09. Prof Ron Chen, editor-in-chief of IEEE Transaction on Circuit and Systems, sends me the following tip on how to detect plagiarism easily.
Every editor and plagiarism police should practice what is recommended.
Every academic advisor who casually or by habits puts his/her name on paper as co-authors without active participation should pay attention to this in order not to suffer embarrassment later.
Every potnetial plagiarists beware. You will be caught and suffer the consequences.
