大家知道许多开放存取期刊都收取高额版面费，科罗拉多州丹佛大学图书馆学术管理员Jeffery Beall就提供了一份清单

（http://scholarlyoa.com/publishers/）。这个清单可能不完整也不具权威性，Beall在将任何期刊或出版商加进清单时都有进行仔细的调查。有的网友称之为黑心名单。我想那些不收版面费的著名学术出版社，一篇论文的下载就标记几十美元的价格，或者是让高校出钱几十万几百万买一年的论文下载权限，这样就不黑心了？

      我想这个学术管理员要是到中国看看，那么几乎中国所有的出版社都要列入这个清单了。而且中国的论文出版社收了版面费之后，下载竟然也要收钱或着是高校购买了论文下载权限。这岂不是黑心上的黑心？
