In increasingly urbanized area, water surface ratio descends rapidly associated with lakes, branches and wetlands buried. In addition, Land surface impermeability enlarges runoff coefficients and runoff velocity. Urban flood brings higher risk with higher peak discharge, larger volume and shorter concentration time. In this paper, the Compensative Water Surface Ratio (CWSR) was defined. Aiming at the flood hydrograph restoration and flood mitigation, base values of CWSR and PSP were obtained according to the integrated compensative impacts models. In the Banqiao River Basin of Nanjing City, results showed that Qm and T have linear correlation with CWSR. The base values of CWSR and PSP were 15.22% and 62.2% to restore flood hydrograph, which provided a reference for the construction and renewal of cities.
