    Billions of dollars are spent each year on the acquisition,design,development,implementation,and maintenace of information systems.The ongoing need for safe,secure,and reliable systems soultions is a consequence of companies' increasing dependence on information technology to provide services and develop products,administer daily activites,and perform short -and long-term management functions

   You have three primary choices as to who will build your system.

   First,you can choose insourcing,which involves in-house IT specialists within you organization to develop the system.

   Second,you can choose selfsourcing(also called end-user development),which is the development and support of IT systems by end user(knowledge workers)with little or no help from IT specialists.

   Third,you can choose outsourcing,which is the delegation of specific work to a third party for a specific work to a third party for a specified length of time,at a specified cost,and at a specified level of service.

    而leonard Jessup在他的MIS著作中提到了四种策略:

    Jessup把系统开发策略分成了内外两类，首先是自主构建系统，其次是非自主系统开发，可以采用外部获取；外包和终端用户开发三种方法，其中终端用户开发就是Haag著作中提到的自包，而多余的一个部分是外部获取，Jessup认为，所谓外部获取，是向如IBM、EDS或者Accentue等公司购买既有系统，这跟购车过程非常类似。他认为外部获取和外包既相关又不尽相同，外部获取通常是企业从一个外部厂商那里购买一个单体系统。而外包则是企业将信息系统的开发和运作的部分乃至全部责任转交给一个外部企业来完成。外包包含了许多的工作关系。外部企业，或服务提供商，来开发企业的信息系统程序，并在他们的企业内进行安装。他们可以在自己的电脑上运行企业的应用程序，或者在企业内开发系统并且用企业的计算机上运行。在外包运作中，信息系统的任何部分都可以进行外包。如今，他已经成为一大行业。把管理信息系统开发任务外包出去对于许多企业都十分常用。JessupMIS-P323-327
