最近收到信件，被日本JSPS邀请做个调查问卷，评议一下Institute of Integrated Cell-Materials Sciences, Kyoto university，才孤陋寡闻地知道原来日本也在搞世界一流的研究中心，而且是国际化的，World International Research Center Initiative(WPI)。开始以为就是个广告性质的，随便散发到我这，仔细一看人家说是，JSPS selected 1,000 leading scientists and authors of influential papers in each field(notably those cited most frenquently)，既然被恭维是千里挑一，就仔细看了看，觉得很受启发，顺带一想还是能把从这里面学到的和大家分享一下。

可以看出来，只要招一个秘书，通过SCI把本领域高影响力的作者信息查到，邀请参加这个调查，就可以不花一毛建立起了外界的评价、可能的国际合作伙伴的数据库，这招可以给国人学习学习：（1）科研管理上用的国际评价方式；（2）科技刊物文章送审时候的reviewer选择。
