残阳的一点余辉映射在联合国首都“新中方”的国会大厦上，将大厦正中因全息投影而悬空飘扬的一面红旗照得如涌动的火焰一般，使整个大厦上其余的华丽相比下都显得黯然失色。

“新中方”是矗立在非洲大地上的最古老的大都会，地球上有史以来最伟大壮丽的城市，有超过二亿的人口。一百多万座绿色的、具有光合作用功能的摩天大厦组成城市的主体人工森林，无数的空中客车象彩云般在森林的中间和上空飘动着。

自三千三百零三年以来，地球上所有的民族由经济共同体发展至政治大统一的联合国起，代表人类权威中心的联合政府，便在这非洲巨大的绿色摩天大厦的森林中岿然屹立着，掌管着人间的命运。
