长久以来意图(intention)是用来预测和解释行为(behavior)的重要因子。因此，许多理论也用来研究影响人们意图的因素，例如，TRA, TPB, TAM, UTAUT, MM, Efficacy, ECT-IS, (Shiau & Chau 2016; Shiau etal., 2020). 然而，意图无法充分预测和解释行为的原因，尚需要深入研究。Sheeran（2002）在《Intention-Behaviour Relations: A Conceptual and Empirical Review》研究中进一步探讨了以下2个问题：意图和行为之间的“差距”有多大，哪些心理变量可能能够“弥合”意图-行为之间的差距。通过元分析来量化差异，并提出了意图-行为差异的概念分析。研究了行为类型、意图类型、意图属性以及认知和性格变量4组变量对意图行为之间关系的调节程度。具体而言，首先，在解释为什么意图和动机之间会有“差距”行为时，作者将意图一致性分解为2（积极意图（inclined）vs消极意图（disinclined））*2（行为的表现（actors）vs不表现（abstainers））的矩阵（McBroom & Reid, 1992; Orbell & Sheeran, 1998）是有帮助的。这样做意味着有可能辨别出意图和后续行动之间的一致性和差异性的来源。在分成的4类“inclined actors”，“disinclined abstainers”，“inclined abstainers”，“disinclined actors”中，经过统计分析，最该为Intention and behavior “gap”负责的是“inclined abstainers”这类受访者。在进一步分析是什么决定了意图如何很好地预测行为?的问题时，作者明确了4组行为类型、意图类型、意图属性以及认知和性格变量，并且探讨了这4组变量分别对意图行为之间关系的调节效果。比如在探讨行为类型部分，重点分析了行为是否是可以控制的问题；在探讨意图类型和属性部分，分析了意图和期待之间的关系，构念Implementation Intentions及在Implementation Intentions中指定行为的问题，行为意愿的性质等；在认知和性格变量部分，性格变量涉及人们以某种方式思考和行为的一般倾向，其重要性很少在意图-行为关系的背景下进行研究。因此，作者提出了个体Action-control会影响意图行为之间的关系有影响的方面，以及测试了对行为的特定认知能调节意图-行为关系，比如为anticipated regret, self-schemas, 和conflicting intentions。
