2015年度OA期刊排行榜报告发布

2016年4月，中国科学院文献情报中心GoOA团队正式发布《2015年度OA期刊排行榜报告》，评价评估全球STM领域高质量开放获取期刊（OA期刊），并提出TOP排行榜。在全球OA期刊数量激增、质量良莠不齐，而图书馆、信息中心等经费困难的情况下，该报告对OA期刊的评价评估工作，将着力推动OA期刊的良性发展，扩展图书馆资源建设范围，并促进科学研究者对OA期刊的了解和使用。
目前全球完全OA学术期刊已超万余种，SCI收录的OA期刊也逾千种。在全球数据库商频繁涨价，图书馆经费不堪重负现实下，全面发现、组织、遴选、评估优秀的OA学术期刊，成为当务之急。面向这一需求，中国科学院文献情报中心于2013年着力建立OA期刊采集服务体系，构建了OA期刊和论文一站式发现平台——GoOA，进行OA期刊的发现、遴选、评价、保存和再利用建设。GoOA执行严格的OA期刊收录原则和评价标准，对收录期刊设立了出版质量、学术影响力以及内容开放性三类评估指标。GoOA在2015年初首次尝试发布了全球OA期刊排行榜报告，开始加大对OA期刊的评价评估力度。2016年4月，经过新一轮的OA期刊遴选和评估工作，GoOA正式发布《2015年度OA期刊排行榜报告》。报告内容得到国内科研机构、高校等同行和专家的审核和评估。
《2015年度OA期刊排行榜报告》基于GoOA在2015年度遴选的4000余种OA期刊集，以及收录的1955种高质量OA期刊的评估结果，公布了18个学科的TOP期刊排行榜单。报告主要包括2个部分，第一部分扼要介绍了GoOA的OA期刊遴选原则、评价指标以及评级结果，第二部分列出了18个学科领域的OA期刊排行榜具体入榜期刊名单，以及期刊的出版社名称、GoOA推荐星级。另外，为了进一步推动OA期刊的开放性，GoOA在附录中单独列出OA期刊开放性评价排行，按照再使用权、机读性、仓储政策三项指标进行评价，评分均处于最高量级的OA期刊列于榜单上。
《报告》对图书馆、期刊及其出版商、研究人员、基金资助机构均有重要参考意义。图书馆可以参考GoOA评估结果，扩展建设OA期刊核心馆藏。科研人员可以参考GoOA期刊星级和具体指标选择OA期刊投稿、访问高质量OA期刊，最大化实现科研成果的开放传播。
