Meat Loaf有很多了不起的摇滚曲,其中我很喜欢这首Life is a Lemon and I want my money back。

Lemon的意思是One that is unsatisfactory or defective,即是令人不满意和糟糕的东西。因为生活糟糕,而且上帝手里拿着每一张牌,而我们却总是在吃亏了之后才有一点醒悟,或者根本就选择逃避,生活整个就是一个不公平的交易。所以,Meat Loaf才要求上帝为这不公平的交易退款。

2001年Nobel经济学奖和Lemon Market Problem

不公平的交易源于交易和决策中的信息不对称,这是信息经济学研究的问题。2001年Nobel经济学奖的内容就是奖励在信息经济学方面作出贡献的三位经济学家。

信息经济学中研究的一个基本现象便是所谓的Lemon Market Problem。即由于交易中的信息不对称,市场失灵,不起作用而导致逆向淘汰。正如下面那篇关于信息经济学的介绍所讲的:

“按平均质量出价、部分退出、于是降低出价、再部分退出、再降低出价、再部分退出”的过程,叫做逆向选择(adverse selection)。平常我们说“选”,总是淘汰差的剩下好的,上述过程却是把好的赶跑,差的剩下,所以叫做逆向选择。

中国学术界的Lemon Market Problem

中国学术界常常出现人才的逆向淘汰,其原因和解决办法都在信息经济学的理论之中。

其实人才市场和旧车市场中的现象一样,交易中存在着信息的严重不对称。结果一大堆优秀人才退出了中国人才市场,留在国外或改了行。我们的人才政策,因为总是“一刀切”,再加上人才质量和潜力是一个非常难于估价的,所以,我们普遍对人才采取中低价政策,于是整个人才市场出现的现象正是上面讲到的逆向选择,即信息经济学所研究的信息不对称的市场中最普遍的问题。

解决问题的办法,一个是要对学术诚信严格把关,二是要能够严格地考察和了解人才的基本素质和潜力,三是一定要让真正的人才的价值得到承认,鼓励奉献,但更要让奉献有收获。这些方面都是我们做得很不够的,在人才问题上是既不愿花工夫,也不愿意花钱去解决质量和信息不对称的问题,常常好人得到的好报远远比不上其奉献。结果当然是逆向的。

失灵的市场需要行业协会或者政府的政策来帮助运转,如果没有对信息经济学的基本概念为参考,行业协会和政府往往是盲目的,其政策也可能雪上加霜。学术界的人才政策更是如此。生命被浪费的结果,是大家只好在Meat Loaf的这首摇滚中发泄愤懑和寻求慰藉。
