The 14thamendment to the US Constitution says that anyone born in the US has automatic US citizenship and is entitled to all the citizenship benefits. This has given rise to the so-called “birth tourism” where pregnant women in the last two months of their pregnancy came to the US to give birth and thus guarantee their offspring US citizenship. However, apparently Chinese has taken this one step further. Couples now can have their egg and sperm artificially fertilized and then hire a local US women to carry the baby to term and gave birth; thus avoiding the labor of pregnancy all together and still have a child that carries US citizenship. When the child grows up, s/he can come to the US to attending high school and college with no immigration difficulty. And when s/he reaches 21, her/his parents are eligible for green cards. The cost for the surrogate motherhood is not cheap, about US$100K-145K (RMB 600K – 870K).But apparently many rich Chinese are able to afford this that the whole thing has become a business advertised and promoted in China and reported in mainstream US media http://www.today.com/video/today/53692612#53692612. This is truly “Money talks or 錢能使鬼推磨”
Note added 11/30/2013. One might ask "might some native US citizens object?". Two reasons: 1. The $100K-145K economic input to the US is one consideration. 2. Since the 14th amendment is part of the constitution, one has to move heaven and earth to get this feature changed. It is not a law that can be simply repealed.
