我在 '98中法双边科技政策研讨会上的一个简短评论发言

在一个旧笔记本上，发现了我在国家自然科学基金委员会1998年2月19日至21日于上海举办的'98中法双边科技政策研讨会上的一个简短的评论发言稿，我是在三天会议的后期作评论发言的。发言稿如下。

Personally, I had the experience of serving as a science diplomat in the Chinese Embassy in USA. There, I found the difference between the two countries is so big. Although I never visited France, my instinct tells me that we have so much in common.

(1)     Both nations are great civilizations with a long history.

(2)     Both have rich and colorful cultures. Particularly, both countries are famous for cuisine.

(3)     To different extent, both countries are worried about the purity of respective 

languages in the face of dominant English, because the national identity might be 

endangered.

(4)     Both countries are notorious for omnipresent bureaucracy.

Then, how have these common characters influenced science and technology structure of 

our two nations? How will they influence the future development of science and 

technology in the two countries? How can we make use of such commonality to create a 

unique development strategy for us? We did not even touch upon this point at this 

workshop. 

我在这个研讨会上的正式发言题目是，Reported and Derived Indicators for Evaluating Research Performance of Academic Institutes。这是与梁立明教授合写的。这个报告的主要内容，后来写成了中文论文发表出来：
