有朋友问我，你退休后想干什么？我答曰，想办一份英文学术杂志，以开放、自由和科学的评审方式出版某一领域的研究论文，为科学家伙处于萌芽时期、虽符合科学范式但未被主流认可的新观点和新理论等，提供一个学术交流平台。曾设想过这个杂志的论文评审方式是：

1、 责任编辑由几位科学素养高、具有开放性思维、有担当的科学家伙组成，对稿件先快速浏览，只要符合科学范式，先不管观点与结果正确与否，通过后立刻上网发表。

2、 每篇文章下设自由讨论评论区，邀请全球的大小同行们对文章质疑讨论，对评论人实行实名制，只要是科学问题，文章作者必须给出解答。

3、 只要对关键问题的解释合理（责任编辑根据问答情况作出裁决），再无新的否定性异议后，三个月后修改后的文章连同关键问题的质疑和解答，正式在线发表。

今天上午查一篇滑坡论文时，无意中看到有一家杂志已经这么干啦，看来还是先下手为强呐。

Natural Hazards and Earth System Sciences utilizes an innovative two-stage publication process designed to (a) provide alasting record of scientific discussion on the journal topics, (b) maximize theeffectiveness and transparency of the review process, (c) enable rapidpublication of new scientific results and achievements, and (d) make scientificpublications freely accessible.

In the first stage, papers that pass apreliminary editorial screening are immediately published in Natural Hazardsand Earth System Sciences Discussions (NHESSD). The submissions are thensubject to an interactive public discussion. In this discussion phase, thereferees' comments (anonymous or identified), additional short comments bymembers of the scientific community (identified), as well as the authors'replies to the editor, the referees, and peers are also published in NHESSD. Inthe second stage, the peer-review process is completed; following acceptancethe final revised papers are published in Natural Hazards and Earth SystemSciences (NHESS).

To ensure publication precedence forauthors, and to provide a lasting record of scientific discussion, NHESSD andNHESS are both registered with an International Standard Serial Number (ISSN),permanently archived, and fully citable.

Natural Hazards and Earth SystemSciences also provides an effective way of publishing special issues focused onspecific topics. For each special issue the individual papers are published assoon as they are available, and they are linked electronically (for moreinformation, see special issues).
