序言

缔约国，

希望加强欧洲国家之间关于保护发明的合作；

希望通过单一的专利授权程序和制定管理授权专利的某些标准规则，以在这些国家得到保护；

为了上述目的，希望缔结建立欧洲专利组织的公约，该公约成为1883年3月20日在巴黎签订、最后在1967年7月14号修改的保护工业产权的公约第19条所指的特别协议，并且成为1970年6月19日签订的专利合作条约第45条第1款所指的区域专利条约。

就如下条款达成一致：

The Contracting States,

DESIRING to strengthen co-operation between the States of Europe inrespect of the protection of inventions,

DESIRING that such protection may be obtained in those States by asingle procedure for the grant of patents and by the establishment of certainstandard rules governing patents so granted,

DESIRING, for this purpose, to conclude a Convention whichestablishes a European Patent Organisation and which constitutes a special agreementwithin the meaning of Article 19 of the Convention for the Protection ofIndustrial Property, signed in Paris on 20 March 1883 and last revised on 14July 1967, and a regional patent treaty within the meaning of Article 45, paragraph1, of the Patent Cooperation Treaty of 19 June 1970,

HAVE AGREED on the following provisions:
