从美国634例执法致死案,看慎用电警棍的必要性!

电警棍,英文taser gun,多年来被全球警界误认为非致命性武器,司空见惯地用在警方执法过程中,由于价廉和威力强大,目前已成为全球绝大部分国家警员的标准配置之一。

然而,愈发频繁的电警棍致死案,使得各路专家们不得不重新研究致命机理、意外死亡率统计规律、心脏抗强电颤痉挛极限、警用产品质量标准复核等。

2007年10月,加拿大移民局在处置波兰入境移民Dziekanski的狂躁时,轻率地使用了电警棍,并错误击中受害人心脏附近,而引发死亡案件。独立调查组最后认定当事皇家骑警过度使用武力罪成。

大赦国际调查结果显示,在统计时段2001年--2009年,加拿大有19人因电警棍的不当使用而丧身,同一时段,人口多于加拿大10倍的美国,则有高达634例相关死亡案例!致死意外与心脏功能是否健康,并无显著相关。

可见,电警棍的非致命标签是个大大的问号!若与中国产品的质量现实再联想到一起,这个问号还要加码!

目前世界各地已经掀起禁用高压电警棍的民间诉求活动。

至于雷洋案中,警方是否使用了此武器,笔者尚未确认警方是否直言。网上那个电警棍打人的视频据称与雷洋无关。

但无论如何,人命关天,西方的血淋淋的数据就摆在那里,因而有必要呼吁全国警政执法,一定要慎用电击枪、电警棍!

同时奉劝各位读者当遇到警方执法行动,见到电警棍伸过来,一定要采取合作的姿态,硬要折腾的话,至少护住胸部和裆部(电击命根子猝死风险更大),以求避免意外伤亡!再怎么强壮的心脏,也经不起电警棍上万伏高压的放电!

The Taser was developed by Jack Cover, a contract scientist on NASA's Apollomoon program in the 1960s. Inspired by his favorite childhood book series -Victor Appleton's Tom Swift - Cover drew up plans for a non-lethal weapon likethe one the series' main character used.

In 1993, Rick and Tim Smith, who launched Taser International, worked withCover to improve his design and introduced the device the next year. Sincethen, use of the word Taser has became part of the common American language.

However, we now see too much
 taser abuse. First available to law enforcement inFebruary 1998, now used by more than 14,200 law enforcement agencies in morethan 40 countries. More than406,000 taser guns have been sold since the product hit the market. It may betime for congressional hearings.

Some tell us that
 tasers are making America safer. Police kill about 600 people per year inshootings. So what?! Should we bewe be happy that they are ONLY killing people once-a-week with taser guns?

How Do Tasers Work?
 When a Taser’s triggeris pulled, two wires shoot out of the device at the suspect from up to 35 feetaway. At the ends of the wires are probes that either embed in a person's skinor cling to clothing.

·                    When the probes hit,an electrical pulse is delivered for five seconds, causing involuntary muscularcontractions in the subject.

·                    At the end of thefirst pulse, police tell the person to roll onto their abdomen, so they can behandcuffed. If they do not comply, they may be shocked again.

·                    Once a person is arrested,police remove the barbs and call EMTs to the scene.

·                    The person is taken tothe hospital to be checked out. If the barbs remain in the person after policetry to remove them, they are removed at the hospital.

·                    The Taser is equippedwith a chip that records information on each use, which can be used in court ifsomeone alleges they were shocked multiple times.

Personally, I think that the 'Use of Force Continuum' needs to show tasers as'near-lethal' ... definitely an error to claim that they are 'non-lethal'.

Many of us think that that immediate problem with Taser use is the lack ofstate and federal training standards for Taser certification.
 There are too many police officers with ataser on their hip and insufficient training on how ... or when ... to use it.Without set training standards (which includes a block on the liabilities ofthe weapons use in the event of bodily injury or death), officers are notfully aware of the ramifications of Taser use.
