Terje Aven教授解释safety和security的区别

中文作者在写英文文章或英文摘要时使用safety和security两个词经常发生混淆。TerjeAven最近发表在SafetyScience中的论文Whatis safety science?一文中有一段话解释了safety和security的区别：

“区分两个安全（safety和security）的概念非常常见。Security常用于有意识的情况或事件（恐怖分子的袭击，盗窃等等），相比较之下，Safety则用于一般的情况或事件。然而在技术上将Safety的定义延伸至包含有意识的状况也是合理的，因为风险的概念并不区分有意或者无意，在这点上的无不良事件和后果也是中性的。虽然如此，在某些情况下强调安全问题而非发生事故的事件时，用“Security”更加合适。”

It is common todistinguish between safety and security, where security relates to intentionalsituations and events (terrorist attacks, burglary, etc.) in contrast tosafety, which covers the accident type of situations and events. It is,however, no problem technically to extend the safety/safe definitions above toalso include intentional situations and events, as the risk concept does notdistinguish between intentional or not intentional, and absence of undesirableevents and consequences is also neutral in this respect. Nevertheless, it maybe attractive in some cases to highlight when security issues are addressed incontrast to accidental events, and then use the term ‘‘security’’.
