Bush administration to bring litigation against such actions before the World Trade Organization in 2003.  Charges were also brought forth that the European ban against most GM food technology undermined efforts to end hunger in Africa. (Although the European Commission had permitted use of some GM foods like soybeans, the ban placed a moratorium on new products.)
