今天人事部门代表和和我们几个主管开会,讨论关于非教职工岗位工资范围和级别工资调整及加薪.
今年非教职员工, 因为是州立大学属于州公务员, Civil Service Employees
Those efforts and a strong commitment from our state legislature (州立法机关) allows us to award a three percent (3%) salary increase (奖励3%的薪水增幅) effective July 1, 2019 (从哪天开始生效) in accordance with the state salary schedule (州薪水框架)—the General Service Salary Schedule or N1 Range Salary Schedule of the state budget office, the Office of Financial Management (OFM).
We also received approval for Job Classification Adjustments (职位分类调整). A “classification” (类别) is the official description of a position (对这个岗位的职能官方描述, 我们设置这个岗位的话要和州政府的描述一致) within the state’s civil service rules. Each position is eligible for a
“range” (范围, 指工资范围, 比如Transportation Planning Specialist II, 范围见下表)of compensation.

对这个职位range就是从A-M.
Changes also will affect the “step” (每个范围设置若干阶梯如step B) placement for permanent, civil service employees. Steps are the salary levels within each range.
如Transportation Planning Specialist II, 薪水阶梯step有A-M个, step B年薪为54924, 2018年略低, 就是2019年有调整adjustment, 种就是staep-based salary system.
会前我一个staff到我办公室告诉我调整还包括某些岗位级别终止撤消abolished了, 她的岗位被取消了, 州政府统一调整. 她担心她会被减薪, 但人事部门代表说没有任何人会被减薪.只是重新调整她的岗位和级别.所有学校IT岗位也要做调整, 大部分高级IT岗位的薪水超过了某些FACULTY助理教授甚至某些副教授.但不会有降薪.
faculty的薪水不受州政府的SCHEDULE限制,本来LIBRAIAN是受限制的,但因为我们学校LIBRARIAN属于FACULTY就不受限制, FACULTY的薪水受市场影响,某些学科比如计算机商学院助理教授起薪会超过某些学科的副教授甚至教授高.我们教师工会的章程只规定了助理教授,副教授,正教授的最低薪水.
For qualified employees in salary ranges with steps below 15.00 per hour, pay will be adjusted to no less than the step nearest 15.00 per hour. 最低15/小时, 不到的话就调整到最靠近15的那个step.
