It’s the tone (that matters), stupid!

I don’t mean to be rude; I am just borrowing a phrase I heard often in the past.
 
Ms. LI Xia is correct about the way "What a shame" is used normally. Of course, one might say "What a shame" in a VERY COLD tone, and think privately: "Hell, you deserve it!" Or one may say: "Shame on you" with a big smile on her face, just to tease you


Note: "It's the economy, stupid" was a phrase in American politics widely used during Bill Clinton's successful 1992 presidential campaign against George H. W. Bush.
