为什么中国国家自然历史博物馆一直处于难产状态？

   30多年来，先后有70余人次的著名专家和社会知名人士在全国人大和全国政协会议上7次形成正式提案(议案)-- 建设中国国家自然历史博物馆。但是，中国国家自然历史博物馆一直处于难产状态。

   有人说：建立中国国家自然历史博物馆是“党的门面，人民的门面，国家的门面”。但是，为什么建设中国国家自然历史博物馆一直处于难产状态呢？

  2002年7月，刘海涛先生发表《难产的国家自然博物馆》一文。文中的“国家自然博物馆”实际上指的是“中国国家自然历史博物馆”。该文写道：

  “农工民主党中央向全国政协八届五次会议提出了建议(第0780号提案)[注：时间为1997年2-3月]。全国政协九届一次会议上[注：1998年]，该党又提出建议，认为这一陈年积案的关键是牵头单位没有选准。建议认为，应由国务院办公厅牵头，组织国家计委、科学技术部、中科院、国家文物局、北京市政府、首都规划委员会共商良策，这样新馆选址、资金筹集等所谓影响既定方案落实的疑难问题才会有可能最终解决。”
