uncertainty in the Contractor’s cost estimate is not well characterized by the
statistical method proposed by ....”
评审意见是: What does “is not well” mean? Is there a better way? How do we know it is better? Etc.
我是这样回复的:“Is there a better way” is a fair question to ask. My short answer is that we might not need
to. For example, in this newly
developed model there is no need to directly assess the accuracy of cost
estimate. I will rephrase this sentence in the revised manuscript.
最后将文字作如下改动: ... without a reliable database that permits direct
comparisons of estimated costs and actual costs, a characterization of the
uncertainty in the Contractor’s cost estimate is a very difficult task. Innovative indeed, the proposed statistical
method for estimating the variance of the cost estimate might not represent
the true value.
